What is the Family Self Sufficiency Program?

The FSS program is a voluntary five (5) year program with the Housing Authority of Billings and is available to families participating in the Public Housing and HAB Section 8 program. It is designed to help low income families achieve financial self sufficiency and to be free of public assistance.

Who is eligible for Family Self Sufficiency?

The FSS program is available to qualifying clients but there are limited spots available.

How do I sign up?

Complete the attached Application and return it to the Housing Authority of Billings. You will be contacted by the FSS/Home Ownership Coordinator. If you cannot print the attachment please call or come by the office, (406) 245-6391 or call Shauna K. at 237-1915

What are my obligations?

Participants must establish goals with assistance from the FSS/Home Ownership Coordinator and then work to accomplish those goals within a five year time frame.

The ultimate goal for all participants is suitable employment.

The FSS/Home Ownership Coordinator helps the FSS participants find the resources in the community to use to completed the contract of training and employment goals.

What are the Housing Authority of Billings’s obligations?

The Housing Authority of Billings will attempt to provide, both directly and indirectly, the resources and supportive services you need to become more financially independent.

An incentive used in the FSS program is the escrow account. As the FSS family begins to increase their EARNED income, a portion of the increase is matched by HUD and put into a saving account. When the FSS family achieves the goals they set in their contract, on or before the five years, they can receive the balance of the Escrow Account.

What can I use my FSS escrow money for?

The money in escrow is given to the family unrestricted. That means the money can be used to buy a home, pay off debts, go to college, pay off debt, or take care of other family needs. The opportunities are endless.
