Shelter Plus Care

The Housing Authority of Billings HUD Shelter Plus Care Program is designed to provide housing and supportive services to homeless persons with disabilities. Targeted disabilities include:

  • Chronic Mental Illness
  • AIDS and AIDS related diseases
  • Combination of Chronic Mental Illness and Chemical Dependency

 

Housing is provided to clients through rental assistance payments to private landlords. Supportive services are provided by local social service agencies. Program participants must actively engage in supportive service activity (s) directed towards client self-sufficiency and independence.

With the Shelter + Care rental assistance program, clients may not choose a unit that is more than Payment Standard for rent and utilities (Income Limits, Utility Information). The Housing Authority of Billings assists with efficiency or a 1 bedroom sized unit.

Clients are required to pay 30% of their monthly adjusted income for rent with the Shelter + Care rental assistance covering the remaining portion of rent.

Clients are required to sign a 12-month lease agreement with the landlord and will also be required to sign a lease addendum requiring the participant to participate in supportive service requirements set out in the case management plan. Program participants must live in Billings.
