SENIOR ASSET MANAGER FOR AFFORDABLE HOUSING 

 

Under supervision of the Executive Director/CEO, the Senior Asset Manager for Affordable Housing implements policies and procedures as outlined in the HAB Development Programs (HOME, LIHTC, Market Rent) Administrative Plans. Starting salary is $47,416.50 per year.

 

ESSENTIONAL FUNCTIONS

 

  • Supervise the Maintenance Supervisor. Coordinate maintenance functions with residents and Maintenance staff.
  • Coordinate and prepare Affordable Housing Program reporting documentation for occupancy oversight reviews.
  • Maintain tenant files, both automated and hardcopy to ensure compliance with regulations and policies.
  • Assist Executive Director/CEO in Affordable Housing budget preparations.
  • Maintain delinquencies, process invoices, market vacancies, and assist with policy and procedure development.
  • Provide monthly reports to Executive Director for occupancy, programmatic, and administrative updates.
  • Maintain properties (7) by investigating and resolving resident complaints and enforcing rules of occupancy. Perform periodic inspections (inside and outside).
  • Responsible for management of fee-based properties though Housing Authority of Billings entity Elevate Property Management LLC.
  • Maintains all necessary training certifications for program regulations to ensure compliance (HOME, LIHTC, Market, Property Management).

MINIMUM QUALIFICATIONS

 

  • BA or BS in Public Administration, Human Services, Business Administration, Communications, or related field.  Professional experience may be considered in substitute for this requirement.
  • Possession of Property Management License for the State of Montana. 
  • Two-years of property management experience, technical writing experience, and supervision experience required.  
  • Possession of a valid driver's license.  Driver must be insurable.
  • Effective computer skills and strong proficiency in Microsoft Office programs.
  • Possession of or ability to obtain LIHTC, Market Rent, HOME, certifications within one-year of employment.
